The Vietnam National Administration of Tourism (VNAT), under the Ministry of Culture, Sports and Tourism, in collaboration with Traveloka, the Southeast Asia’s leading travel platform, organized the conference titled “Developing and Promoting Tourist Destinations through Public-Private Partnership (PPP)” in Hanoi. The event gathered nearly 100 participants representing government agencies, associations, businesses, and experts from the tourism and technology sectors. This conference served as a vital platform to discuss experiences, share insights, and propose practical solutions to enhance public-private collaboration toward the goal of developing a sustainable, smart, and globally competitive tourism industry in Vietnam.

As the state management agency for tourism, VNAT continues to affirm its central role in guiding, coordinating, and leading the sector’s development. The conference created an open forum where national and local authorities, businesses, and tourism experts could exchange ideas, share best practices, and propose feasible, long-term PPP solutions for destination development and promotion.
Practical experience has demonstrated that public-private partnership is a strategic solution to mobilize social resources, reduce pressure on the state budget, and encourage the active participation of communities and businesses. PPP acts as a mechanism that harmonizes interests and distributes risks fairly, thereby creating collective strength to enhance destination competitiveness and promote Vietnam’s image worldwide.

Given that tourism is a composite economic sector closely linked with many industries, PPP cooperation is especially necessary to ensure consistency and efficiency. The collaboration between the State, businesses, and local communities not only helps diversify tourism products and improve service quality but also contributes to building a sustainable tourism ecosystem that balances economic growth with resource conservation and cultural preservation.
As a technology partner of VNAT, Traveloka has reaffirmed the growing role of enterprises in digital transformation and destination marketing. In recent years, Traveloka has collaborated with many local authorities to implement effective promotional and stimulus programs. In Da Nang, the “Enjoy Danang 2024” campaign distributed thousands of travel vouchers covering flights, hotel stays, and attraction tickets — significantly increasing visitor numbers and satisfaction. In Ho Chi Minh City, the 2025 e-voucher program worth over VND 10,6 billion connected hotels, restaurants, spas, and wellness services into a cohesive digital ecosystem.

The conference also plans to feature presentations highlighting success stories from Da Nang and Ho Chi Minh City, where promotional programs and voucher campaigns brought tangible benefits to both businesses and travelers. A special panel discussion, with representatives from VNAT, the Departments of Tourism of Hanoi, Ho Chi Minh City, and Da Nang, Traveloka, the Vietnam Tourism Association, and tourism enterprises, will focus on key strategic issues for the sustainable growth of Vietnam’s tourism in the coming years. Panelists examine major challenges arising from the rapid expansion of Vietnam’s tourism sector — including infrastructure strain, destination management, and the need to enhance service quality while ensuring harmony with the environment and local communities. The discussion also emphasizes evolving visitor behavior and demand, highlighting a clear shift toward green, smart, wellness, and culturally immersive travel experiences.

Within this context, PPP was recognized as a pivotal mechanism to unlock tourism potential through social resource mobilization, innovation, and digital technology adoption — enhancing traveler experiences and improving the global competitiveness of Vietnamese destinations. Participants also proposed long-term strategies focusing on product diversification, market expansion, international promotion, and stronger linkages between government, businesses, and local communities to build a comprehensive, sustainable tourism ecosystem.
A key highlight of the conference was the signing ceremony of an Addendum to the Memorandum of Understanding (MoU) between Traveloka and the Ho Chi Minh City Department of Tourism. This milestone marks a new phase in the partnership between the two parties, paving the way for upcoming international tourism promotion and stimulus campaigns in Q4 2025. The signing also underscores the growing role of technology enterprises in developing Vietnam’s smart tourism ecosystem.

Vietnam’s tourism industry is undergoing a strong recovery post-pandemic, gradually affirming its position in the region in terms of service quality and international appeal, while striving to achieve the growth targets set by the Government. In this journey, VNAT views PPP not merely as a short-term response mechanism but as a sustainable growth driver — combining the strengths of government, enterprises, and communities to optimize resources. This model helps build intelligent tourism infrastructure aligned with market trends, opens opportunities for developing new destinations, and enhances visitor experiences.
VNAT highly appreciates the proactive, creative, and responsible spirit of the business community in pioneering PPP initiatives that contribute meaningfully to promotional and stimulus campaigns. The Administration reaffirms its commitment to continuing close cooperation with local authorities, enterprises, and international partners in tourism promotion and product development.
