To effectively implement Resolution No. 229/NQ-CP dated August 8, 2025, from the Government on visa exemption policies for citizens of 12 European countries, the Ho Chi Minh City Department of Tourism is organizing a conference to launch the 2025 Tourism Stimulus Plan. The plan aims to achieve the city’s 2025 tourism goals of welcoming 10 million international visitors, 50 million domestic tourists, and generating a total revenue of 290 trillion Vietnamese dong from the tourism sector.
The conference will implement synchronized and innovative solutions to enhance the value and appeal of Ho Chi Minh City as a top-tier destination for culture, cuisine, and experiences in Vietnam.
Key Initiatives
- Partnership with Traveloka: The HCMC Department of Tourism is announcing a cooperation program with Traveloka Vietnam Co., Ltd. From now until the end of 2025, Traveloka will launch a digital campaign to promote Ho Chi Minh City as a destination. It will also offer an e-voucher package worth over 4 billion Vietnamese dong for travelers booking flights and hotel rooms in the city via the Traveloka app and website. This program is supported by businesses across the tourism ecosystem, including airlines, luxury hotels, specialty restaurants, and wellness facilities.
- Promoting Culinary Tourism: The HCMC Department of Tourism is also boosting the city’s unique culinary scene through partnerships with leading tech platforms. A key collaboration is the signing with Foody Joint Stock Company (which operates ShopeeFood) to introduce the “Culinary Passport” program. This is an interactive tool that helps tourists easily discover and “check in” on their unique culinary journey. The department is also working with travel companies to create specialized food tours, highlighting traditional dishes, specialty restaurants, and new culinary experiences. The Ho Chi Minh City Culinary Handbook will be re-published in both print and digital formats in 2025, with new addresses and featured dishes from various wards and communes.

According to Ms. Nguyễn Thị Ánh Hoa, Director of the Department, Ho Chi Minh City is focusing on technology and digital transformation to create a unique tourist experience. With the new visa exemption policy and the 2025 stimulus series, the city is reinforcing its position as a leading, modern, and vibrant international destination rich in Vietnamese cultural identity.
Through these tourism stimulus programs, the HCMC Department of Tourism hopes to create a fresh impression of the city as a dynamic and innovative destination. The slogan “Find your vibes – Find your true self, hit the right feeling” will continue to be a message that inspires domestic and international visitors to explore a young, inspiring, and ever-evolving Ho Chi Minh City.
